O PROCESSO DE LICITAÇÕES GOVERNAMENTAIS NAS MICROEMPRESAS E EMPRESAS DE PEQUENO PORTE.

Abstract

The Public Administration is a big consumer and cannot produce everything it    consumes. Before hiring a construction word, shopping, job, conveyance,          permission, concession or a leasing it is necessary to do a competition, prioritizing the equality outset, choosing the most advantage proposal getting over the national sustainable development by government licitation process in micro and small business. The licitation process is antecedent and required by the Administration Contract. Those terms, public licitation and administrative contract are normative by law nº 866/93. The difference deal between the micro and small business instituted through Complement Law nº 123/2006, known as Micro and Small Business National Statute, brought benefits to this segment and fomented the socioeconomic growth country, because both are essentials to promote the economic grown, to create jobs, return and better conditions to the population’s life. Not obeying these rules pitch in the edict, could bring risk of loss of contract and result in a high amount of penalties for disobeying the rules. Another negative point is the excessive demands present in some edicts, in order to be biased toward favorite companies, disproving the equality outset. This organizational segment also causes a specific supplies and strategies management of being independents in many cases.
